DISCRETIONARY ENFORCEMENT FOR LIMITING CONDITI0N FOR OPERATION 3.8.2.1 (TAC 72866) - SEQUOYAH NUCLEAR PLANT, UNIT 1 This letter is our documented response to your request for discretionary enforcement for Unit 1 on April 2,1989.
This request and the basis for the request was documented in your letter of April 4,1989.
At 0243 EST on April 1,1989, a failure of a capacitor occurred in the vital inverter 2-IV which serves the 120-volt alternating current (AC) vital instrument board (Board) 2-IV.
Therefore, the Board was not energized from its inverter as required by Sequoyah Unit 1 Technical Specifications 1
(TS) 3.8.2.1, "0nsite Power Distribution Systems, AC Distribution," for the reactor mode which the unit was in, Made 1.
The Limiting Condition for Operation j
(LC0) 3.8.2.1 was ente'ced at 0243 on April 1, 1989 and, in accordance with the Action Statement b with one inverter inoperable, the Board 2-IV was energized from an alternate feed and actions were begun'to restore the inoperable inverter 2-IV to operable status within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, or by 0343 EDS on April 2, 1989, before l
the unit must shut down.
The LC0 extended through the start of eastern daylight saving time (EDS) on April 2, 1989.
While efforts continued to repair the inverter, the Tennessee Valley Authority (TVA)concludedthattheinverterwouldnotbereturnedtooperablestatus I
within the-24-hour period.
Therefore, TVA requested discretionary enforcement to allow the work to continue for an additirnal 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, or by 0343 EDS on i
April 3, 1989, before the uait must shut down.
This discretionary enforcement j
was granted by me through the senior resident inspector, Mr. K. Jenison, at 0100 EST on April 2, 1989.
The basis for the discretionary enforcement was documented in the TVA letter dated April 4, 1989.
This was discussed with my staff on April 1, 1989 and telecopied to them on April 2, 1989. The Unit I and common loads served by the Board 2-IV are supervisory instrumentation on the 120 volt DC vital battery I
board 2.IV, the emergency gas treatment system room cooler A-A and the control power for the boric acid tank A heater 8-8.
These loads do not affect the safe I
operation of Unit I for this 24-hour period.
Unit 2 is not affected because it was in Mode 5 and these inverters are not required.
