ENVIRONMENTAL COMMISSION l l

April 1, 1997 ,

WHEREAS the managers of the W ster Creek Nuclear Generating Station have stated publicly that they intend to leave Oyster Creek's nuclear reactor running while moving 100 ton loads storage; and of spent nuclear fuel from wat storage to dry WHEREAS the load path for these 100 ton fuel transfers passes 119 feet over the reactor's containment mechanise and other safety related equipment; and WHEREAS 96-02, the Nuclear dated April 11 1996, Regulatory Commlusion Bulletin states that "a cask drop could damage both isolation, condensers and the torus, possibly creating an unisolable containment"; and loss of coolant accident outside WHEREASis"an containment" unisolable industry lossdescribing

UHEREAS the operating record of CPU Nuclear demonstrates that they, like any other human beings, are capable of human error, i cluding dropping heavy loads; and i '

WHEREAS it is the opinion of this Environmental Commission that Berkeley Township could never be successfully at Oyster Creek;evacuated and in the event of a serious accident nuclear reactor of f while lif ting 100 ton loads over theWHEREAS the safer and simpler containment can hi easily implemented. ,

NOW, THEREFORE BE IT RESOLVED that the Berkeley Township Environmen,tal Commission respectfully requests of the Honorable Shirley Jackson, Chairman of the Nuclear Regulatory Commission that she direct GPU Nuclear to shut down the nuclear reactor at the oyster Creek Huclear Generating dry storage.
