2) ST-HL-AE-2885 dated December 2, 1988 As discussed in Reference 1, this letter provides the initial update on the additional actions being performed by HL&P relative to NRC Br.lletin 88-10.

The thirteen suppliers to STP of spare and replacement molded case circuit breakers (MCCBs) were contacted between March 13 and March 24, 1989 and visits were made to the necessary locations to verify traceability.

Distributors so identified were also visited in order to confirm the procurement chain.

The visits to distributors and ultimately to the circuit breaker manufacturers (CBMs) are continuing and are expected to be completed by May 1, 1989.

Traceability to the CBM has been verified for certain of the suppliers.

j Verification of traceability is continuing for the majority of MCCB's.

l Traceability, however, is not verifiable in all cases.

The attachment provides a complete listing by supplier of the status and actions to date.

Requirements in NRC Bulletin 88-10, as clarified by NUMARC in a letter dated March 9, 1989, will be fulfilled for those breakers for which verifiable traceability can not be established. A justification for continued operations (JCO) is being prepared for installed MCCBs which have no verifiable traceability.

These MCCBs will be replaced prior to or during the first refueling outage for each unit.

In addition, MCCBs located in the warehouse for which traceability cannot be verified have been segregated.

They have been inspected utilizing the NUMARC Initiativo inspection criteria, and were found not to be refurbished.

safety-related applications for which verifiable traceability could not be confirmed due to lack of traceability to the CBM.

Installed breakers for which no verifiable traceability exists will be inspected as plant conditions permit. These breakers are as follows:

l The MCCBs identified above were tested prior to being placed into service (Reference 2).

This testing was accomplished either during preoperational testing or prior to return to service after maintenance or modification activities.

This testing provides confidence that the MCCBs will continue to

' function as intended.

As of this date, there is no evidence of refurbished safety-related MCCBs l

or fraudulent documentation.
