SUMMARY

REGARDING LICENSE AMENDMENT REQUESTS TO ADOPT 10 CFR 50.69, RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS, AND COMPONENTS FOR NUCLEAR POWER PLANTS AND TO PERMIT THE USE OF RISK-INFORMED COMPLETION TIMES IN ACCORDANCE WITH TSTF-505, REVISION 2, PROVIDE RISK-INFORMED EXTENDED COMPLETION TIMES - RITSTF INITIATIVE 4B (EPID L-2020-LLA-0017 AND L-2020-LLA-0018)

Dear Mr. Hanson:

By two letters dated January 31, 2020, Exelon Generation Company, LLC (Exelon, the licensee) submitted the following license amendment requests (LARs) to the U.S. Nuclear Regulatory Commission (NRC) for Renewed Facility Operating License Nos. NPF-11 and NPF-18 for LaSalle County Station, Units 1 and 2 (LaSalle):

(1) Request to modify (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20031E699) the LaSalle licensing basis to allow for the implementation of the provisions of Title 10 of the Code of Federal Regulations (10 CFR) Section 50.69, Risk-informed categorization and treatment of structures, systems and components [SSCs] for nuclear power reactors. The proposed changes are based on Nuclear Energy Institute (NEI) 00-04, Revision 0, 10 CFR 50.69 SSC Categorization Guideline, dated July 2005 (ADAMS Accession No. ML052910035) and NEI 04-10, Revision 1, Risk-Informed Technical Specifications Initiative 5b, Risk-Informed Method for Control of Surveillance Frequencies, Industry Guidance Document, dated April 2007 (ADAMS Accession No. ML071360456).

(2) Request to revise (ADAMS Accession No. ML20035E577) the LaSalle technical specification (TS) requirements to permit the use of risk-informed completion times for actions to be taken when limiting conditions for operation are not met.

The proposed changes are based on Technical Specifications Task Force (TSTF) Traveler TSTF-505, Revision 2, Provide Risk-Informed Extended Completion Times - RITSTF Initiative 4b, dated July 2, 2018 (ADAMS Package Accession No. ML18269A041).

B. Hanson The NRC staff has reviewed Exelons LARs and determined that a regulatory audit would assist in the timely completion of the LAR review. The NRC staff conducted a combined regulatory audit that consisted of an in-office audit and a remote audit from June 15 to June 19, 2020. The initial audit plans consisting of In-office Audit and Site Audit were provided to the licensee on March 30, 2020 (ADAMS Accession Nos. ML20090F616 and ML20090F585, respectively). The updates to the audit plan to reflect a remote audit and the detailed audit agenda along with questions for the discussion during the remote audit were provided to the licensee on June 11, 2020 (ADAMS Accession Nos. ML20159A003 and ML20160A164, respectively). The staff reviewed documents and held discussions with members of Exelon and LaSalle on the LARs relevant to the NRC staffs review. The collective results of the regulatory audit were used by the NRC staff to finalize requests for additional information, which will be issued at a later date.

The audit summary for the combined remote audit is enclosed.

LICENSE AMENDMENT REQUESTS REGARDING RISK-INFORMED COMPLETION TIMES AND ADOPTION OF 10 CFR 50.69, RISK-INFORMED CATEGORIZATION AND TREATMENT OF STRUCTURES, SYSTEMS, AND COMPONENTS FOR NUCLEAR POWER PLANTS EXELON GENERATION COMPANY, LLC LASALLE COUNTY STATION, UNITS 1 AND 2 DOCKET NOS. 50-373 AND 50-374

1.0 BACKGROUND

A regulatory audit is a planned license or regulation-related activity that includes the examination and evaluation of primarily non-docketed information. The audit is conducted with the intent to gain understanding, to verify information, and to identify information that will require docketing to support the basis of a licensing or regulatory decision.

By two letters dated January 31, 2020, Exelon Generation Company, LLC (Exelon, the licensee) submitted the following license amendment requests (LARs) to the U.S. Nuclear Regulatory Commission (NRC) for Renewed Facility Operating License Nos. NPF-11 and NPF-18 for LaSalle County Station, Units 1 and 2 (LaSalle):

(1) Request to modify the LaSalle licensing basis to allow for the implementation of the provisions of Title 10 of the Code of Federal Regulations (10 CFR)

Section 50.69, Risk-informed categorization and treatment of structures, systems and components [SSCs] for nuclear power reactors (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20031E699).

(2) Request to revise the LaSalle technical specification (TS) requirements to permit the use of risk-informed completion times for actions to be taken when limiting conditions for operation are not met (ADAMS Accession No. ML20035E577).

The NRC staff performed a preliminary review of Exelons LARs and determined that a regulatory audit would assist in the timely completion of the reviews. The regulatory audit was performed consistent with NRC Office of Nuclear Reactor Regulation (NRR) Office Instruction LIC-111, Regulatory Audits, dated December 29, 2008 (ADAMS Accession No. ML082900195). The NRC staff conducted a combined regulatory audit that consisted of an electronic and remote audit from June 15 to June 19, 2020. The initial audit plans consisting of In-office Audit and Site Audit were provided to the licensee on March 30, 2020 (ADAMS Accession Nos. ML20090F616 and ML20090F585, respectively), and included a list of information that the licensee needed to upload on to the ePortals with access control, to the audit team members. The supplements to the audit plans, provided to the licensee on June 11, 2020, informed the licensee that the audit would be held remotely and the letter Enclosure

included the detailed agenda along with questions and explicit topics for review of the proposed alternative seismic approach and non-National Fire Protection Association (NFPA) 805 fire probabilistic risk assessment (PRA) (ADAMS Accession No. ML20159A003 and ML20160A164, respectively). The lists of documents uploaded by the licensee in response to the NRC staffs request and examined by the audit team for each licensing action is provided in Section 5.0.

The NRC staff reviewed documents and held discussions with members of Exelon corporate and site personnel regarding the LARs under staff review. The collective results of the regulatory audit were used by the NRC staff to finalize requests for additional information (RAIs), which will be issued at a later date.

2.0 AUDIT ACTIVITIES AND OBSERVATIONS 2.1 In-Office and Remote Audits The remote audit was conducted using video and teleconferencing capabilities. The purpose of the audit was to (1) gain a better understanding of the information in the LARs to support the staffs review, and (2) identify any information that would be required from the licensee to be provided on-the-docket for the NRC staff to render a staff finding to support the safety evaluation.

The NRC staff identified audit information needs for the remote audit in the June 11, 2020, audit plan supplements mentioned in Section 1.0 of this audit report. The NRC staff reviewed documents in the In-Office phase that were provided by the licensee on the electronic reading room.

During the remote audit, detailed discussions were held on various topics with the licensee, aided by the prepared presentations by Exelon, including videos and photos of the relevant areas of the plant. The NRC staff assessed the information from the remote audit to determine whether the information is needed to be provided on-the-docket, and therefore the need for issuance of RAIs. Upon the issuance of the RAIs, and the audit report issued, the audit is suspended.

Audit Discussions The NRC staff and the licensee discussed each of the information needs identified to the licensee via the audit plans and supplements to each audit plan. The technical discussions focused primarily on the peer-review process, plant response development, PRA acceptability and maintenance, and the licensees processes to support both risk-informed applications. In addition, a detailed technical discussion was conducted on the alternative seismic approach proposed by the licensee for use in its categorization program. The licensee provided an example demonstration of the implementation of the proposed approach aided by plant photos.

During the discussions, the licensee uploaded information on the electronic portal as needed, for the NRC staffs examination.

AUDIT

SUMMARY

The discussions provided useful information to the NRC staff on various elements of the technical adequacy of the PRAs, the proposed alternative seismic approach, and the programmatic elements of the risk-informed applications that are important in the staffs review.

On June 23, 2020, the NRC staff and the licensee concluded the remote audit summary discussion. In the audit summary, the NRC staff communicated to the licensee potential information that was identified during the audit that would need to be on-the-docket either through submission of a supplement or through the issuance of RAIs. The audit summary also included discussion of near-term milestones in the review of the LARs.

3.0 RESULTS OF THE AUDIT During the in-office and remote audits, the NRC staff did not make any regulatory decisions regarding the LARs under staff review. The audits identified information that the licensee needs to provide to the NRC on-the-docket and identified information that was not needed to render a staff finding, thus obviating the need for some RAIs.
