Carolina Power & Light Company hereby submits information requested by NRC Bulletin No. 88-10 " Nonconforming Molded-Case Circuit Breakers" for the Brunswick Steam Electric Plant, Units 1 and 2 (BSEP). The Bulletin requested that licensees take actions to provide reasonable assurance that molded-case circuit breakers purchased for use in safety-related applications, without verifiable traceability to the circuit breaker manufacturer, perform their safety functions. The BSEP response to the specific actions requested by this Bulletin is attached.

" NONCONFORMING MOLDED-CASE CIRCUIT BREAKERS I.
Introduction
't Using-the guidelines established in NRC Bulletin No. 88-10, BSEP has conducted a review of stored safety-related molded-ease circuit breakers (MCCBs) at the site to determine verifiable traceability to the circuit breaker manufacturer (CBM).
As tequested by the Bulletin, this initial effort addressed only MCCBs in stock that are intended for safety-related applications.

Summary of Results l
Molded-case circuit breakers purchased prior to August i, 1988 and being maintained as stored spares for safety-related applications were identified at Brunswick (see Attachment B).
The work involved computer searches of the CP&L Supply Inventory System Data Base, review of purchase orders, contact with suppliers and manufacturers, and onsite inspection of the warehouse stock of MCCBs.
A.
Identification and Traceability of Stored Molded-Case Circuit Breakers 1.
Action Item No. 1 BSEP identified 989 MCCBs that are in stock and designated for safety-related applications. Of these, 984 MCCBs were purchased with full Q-requirements through 30 purchase orders.
The MCCBs were bought from General Electric, Westinghouse, and Gould. The direct traceability of the MCCBs was verified through BSEP purchase orders and Certificates of Conformance. The purchase orders explicitly state that the items in question must conform to Appendix B of 10CFR50. A QA material receipt inspection certified that these items were in compliance with the Appendix B program.
Furthermore, Westinghouse, General Electric, and Telemecanique (formerly Gould) have supplied letters to CP&L documenting traceability of the MCCBs purchased by CP&L.
The policy at BSEP is to procure MCCBs for the intended application, either safety-related or non-safety-related.
Safety-related MCCBs (Full-Q) are purchased to Appendix B requirements and supplied with a Certificate of Conformance upon delivery. MCCBs may also be purchased as Q off the shelf (Q-0TS) for a safety-related application.

' responding to this bulletin'because they wore not procured for-J safety-related applications. These non-safety-related MCCBs will not be used for safety-related application unless-verifiable traceability is established to the CBM.
In addition to the Full-Q MCCBs, six items were procured.on'two purchase orders as Q-0TS.
Specifics are detailed in the following:
BSEP purchased three safety-related breakers from Graybar Electric, a company which was identified in NRC Information K
Notice No. 88-46 as having supplied suspect non-safety-related breakers.. The three breakers in question were supplied by Graybar through a. drop shipment directly from General Electric with the supporting documentation. Two of the.three items are now in stock for safety-related applications.
Three General Electric breakers were purchased through Torres Electric Supply Company for which documentation supporting traceability has been unobtainable thus far. Both the manufacturer and the supplier are unable to provide evidence of the acceptability of these breakers. The three items are or, administrative hold to preclude installation, pending further investigation or testing.

Action Item No. 2 A justification for continued operation to the NRC was not required-because the breakers in the sample case were traceable to the manufacturers, with the exception of three stored spares which will be set aside, i

Testing l
Action Item No. 3 The purchase orders identified in Attachment B were traceable to a CBM, with the exception of three stored spares. Per agreement between NRC and NUMARC, the three breakers noted as exceptions will not be tested, but will be set aside and retained for one year for possible future evaluation, or to aid in NRC investigations of suppliers.

Identification and Traceability of Installed Breakers'(August 1983 to August 1988)
Action Item No. 4 and No. 5 - The inspection process determined more than 80 percent of the subject breaker populatien to be traceable to the manufacturers, therefore, performance of Action Items 4 and 5 is not required.
D.
Maintenance of Documentation Action Item No. 6 - The CP&L Nuclear Engineering Department will maintain a file of'information obtained in the review process for a period of five years per the requirements of Action Item No. 6 of the Bulletin.
E.
BSEP Procurement Procedure for Safety-Related Electrical Equipment Procured after August 1938 Action Item No. 7 - For MCCBs purchased after August 1, 1988, CP&L will comply with the requirements of Action Item No. 7 of the Bulletin prior to installation. BSEP has initiated additional procurement controls to ensure that future MCCBs are either procured via a 10CFR50, Appendix B QA program or include procurement requirements to provide documentation which establishes traceability to the CBM.
