MCGUIRE NUCLEAR STATION EMERGENCY PROCEDURES Our preliminary assessment of your response to the steam generator tube rupture event at McGuire on March 7, 1989, has revealed weaknesses in procedural controls which could result in unnecessary releases of radioactivity to the environment following future events.

McGuire procedures for recovery from a steam generator tube rupture do not fully incorporate the Emergency Response Guidelines provided by the Westinghouse Owners Group.

Your use of several different procedures, and your time consum-ing evaluation of procedural alternatives appeared to delay recovery cnd extend the duration of reactor coolant leakage longer than would have been required if the Owners Group Guidelines had been used.

The amount of radioactivity released was small and well within regulatory limits, but could have been unnecessarily high if the accident had been more severe.

Differences between McGuire Emergency Procedures and Owners Group Guidelines were noted during an Operational Safety Team Inspection conducted at McGuire last month.

The inspectors found that the justification for deviating from the Owners Group Guidelines was not documented causing us to question the rigor of your evaluation.

We request that you reevaluate differences between the Owner's Group Guidelines and your Emergency Procedures.

We further request that you document the justification for these differences and have them available on site for our inspection by June 30, 1989.
