OF APRIL 30,1998, NRC-SPONSORED WORKSHOP ON THE IMPLEMENTATION OF THE MAINTENANCE RULE FOR DECOMMISSIONING STATUS PLANTS On April 30,1998, NRC staff members from the Quality Assurance, Vendor inspection, and Maintenance Branch (HOMB) and the Non-Power Reactors and Decommissioning Project Directorate (PDND) conducted a Maintenance Rule workshop in the agency's Region lit offices.

The purpose of the workshop was to provide a forum for interaction between industry representatives and Regionalinspectors related to the implementation of the Maintenance Rule for decommissioning status plants.

As amended, in August of 1996, the rule requires licensees for decommissioning status plants to monitor the performance or condition of all structures, systems and components (SSCs) associated with the storage, control and maintenance of spent fuel in a safe condition and in a manner sufficient to provide reasonable assurance that such SSCs are capable of fulfilling their intended functions. Subsequent to the revision of the rule, the associated Regulatory Guide 1.160 " Monitoring the Effectiveness of Maintenance at Nuclear Power Plants," Revision 2, and NUMARC 93-01 " Industry Guideline for Monitoring the Effectiveness of Maintenance at Nuclear Power Plants," Revision 2, were revised to address the amended rule provisions for decommissioning status plants. However, the revisions to these documents were limited in scope and the need for a workshop to clarify implementation issues was recognized.

Accordingly, HOMB developed the enclosed agenda (Attachment 1) and coordinated efforts with the Nuclear Energy Institute (NEI), PDND and the Regional Offices in order to promote the subject workshop.

The principal topics that were discussed at the workshop (see Attachment 2) included scoping issues, risk ranking practices, categorization of SSCs, periodic assessments and the balancing i

of availability and reliability. Based on the workshop discussions, issues related to scoping of gg SSCs represented the greatest area of interest. With respect to scoping, the staff stated that a

those design functions necessary for the preservation of spent fuel in a safe condition in order to identify the relevant SSCs within the scope of (a)(1) of the rule. The staff emphasized that although the population of SSCs within the scope of the rule for a decommissioning status plant would be significantly smaller than for operating facilities, the implementation of the rule would l

remain fundamentally the same.

In order to foster a common understanding of this issue, the staff described a conceptuallisting of SSCs (see Attachment 3) which should typically be addressed in the licensee's Maintenance Rule implementation program for a decommissioning status plant.

The effectiveness of the Maintenance Rule implementation process would continue to be evaluated by decommissioning status plant licensees with a frequency not to exceed 24 months between evaluations. In particular, the staff stated that for current decommissioning status plants the 24 month evaluation period began at the time the rule was amended in August of l

1996. Therefore, the staff anticipates that decommissioning status plant licensees will have completed their (a)(3) periodic evaluations by August of 1998. The staff also indicated that licensees would be expected to balance reliability and availability of SSCs that are within the scope of the rule as a function of the periodic evaluation process.

During the latter portion of the meeting, representatives from Commonwealth Edison presented a brief discussion (see Attachment 4) related to the development of a Maintenance Rule program for decommissioning the Zion Station. This presentation was informative and afforded the workshop participants an opportunity to understand Commonwealth Edison's methodology for implementing theMaintenance Rule at a decommissioning status plant.

In conclusion, the NRC-sponsored workshop for the implementation of the Maintenance Rule at decommissioning status plants was regarded as beneficial in identifying various performance-based approaches for the implementation of the rule. The staff also reiterated to the attendees the various ways maintenance rule information could be accessed noteably, the NRC's home page website.

The following list of SSCs that may be in the scope of the Maintenance Rule for decommissioning status plants.

t-Spent fuel pool cooling and cleanup (SFPCC)

Spent fuel pool structure and any connecting piping system seals

+

Spent fuel pool building Radiation monitors above or in the spent fuel pool Standby service water system (i.e., the portion that is heat sink for SFPCC heat exchangers For boiling water reactors, the residual heat removal system can also be used for spent fuel pool cooling Leak detection system (this system detects leakage from the spent fuel pool, the a

transfer pool, and reactor well poolliners. Portions of this system that detect leakage from the spent fuel pool could be under the scope of the Maintenance Rule)

Heating, ventilation and air conditioning system above the spent fuel pool Spent fuel pool water level instrumentation and control Spent fuel pool emergency or normal makeup water supply Sent fuel pool crane (i.e., may need to be included as a result of accident scenarios

involving dropped fuel bundles, which could cause cladding damage and potential radiation exposure to personnel in the spent fuel pool area.)

Standby auxiliary ac power system (i.e., the power supply to SFPCC pumps)

Spent fuel pool transfer tube penetration seals or bellows, pneumatic air system which inflates the seals, and transfer tube gate seals (i.e., failure of these seals could cause a spent fuel pool drain down to a few feet above top of active fuel, the area around the spent fuel pool would become a very high radiation area, and plant staff would need to evacuate the spent fuei pool area).
