SUBJECT: NRC INSPECTION REPORT 50-361/98-01; 50-362/98-01
Dear Mr. Ray:
An NRC inspection of steam generator program activities was conducted during February 2-6,
1998, at your San Onofre Nuclear Generating Station, Units 2 and 3, reactor facilities, with an
initial exit meeting conducted at the conclusion of the onsite inspection. The scope of the onsite
inspection included Unit 2 mid-cycle outoge eddy current examination performance, updating of
Units 2 and 3 steam generator tube repair history, and Unit 2 mid-cycle outage steam generator
secondary s.ide internals inspections. The inspection was continued by inoffice review, with a
further telephonic exit meetings conducted on March 10 and April 10,1998. In addition, the
results from Unit 3 mid-cycle outage steam generator eddy current examinations and secondary
side visualinspections were reviewed with your staff by telephone on March 24,1998. The
enclosed report presents the scope and results of that inspection.
This inspection also involved a followup of Unresolved item 50-361/9705-04. As stated
in our January 26,1998, letter to you regarding your denial of Violation A from NRC
Inspection Report 50-361;-362/97-19 (EA 97-621), we planned to expand our inspection
efforts on this matter. As a result, we reopened Unresolved item 50-361/9705-04. We
completed our expanded inspection and closed Unresolved item 50-361/9705-04. We
concluded that your change to make primary and secondary steam generator gaskets
nonsafety-related was technically appropriate. Therefore, we consider your denial of the
violation against the requirements of 10 CFR Part 50, Appendix B to be justified and withdraw
Violation 50-361/97019-03.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its
