I approve of the staff's plans to implement the proposed rulemaking plan. I do not agree with the staff's response to item 4 on page 3.
States, including Agreement States and Non-Agreement States, may have agreements with power reactors to inform the states of plant issues. These agreements may use NRC reporting requirements to trigger state reporting. The staff should consider actively seeking state input on this change to reporting requirements.
