SECY-98-036 Chairman Jackson's Comments:
I I_ approve of the proposed rulemaking to modify the event reporting requirements of 10 l
CFR 50.72 and 10 CFR 50.73. In addition to the modifications described in the l
proposed rulemaking, the staff should also review other NRC reporting requirements (e.g.10 CFR parts 21,26,50.9,72, etc.) to identify similar areas for improvement.
I agree with Commissioner Diaz that the staff should evaluate the current regulations to -
identify areas where the event reporting requirements can be risk-informed and/or -
simplified. The staff should eliminate the need for (prompt) reporting of events of little risk significance.
I agree with Commissioner Dicus that the staff should consider seeking state input on proposed changes to the reporting requirements used by the states.
If practical, the staff should coordinate the revised reporting with the implementation of ADAMS, to facilitate the use of electronic notifications, when appropriate.
Regarding event reporting, the staff should consider the merits of utilizing criteria similar to that developed by the Special Projects Office in establishing thresholds for categorizing design deficiencies.
Any changes resulting from this proposed rulemaking should be consistent with agency actions to improve integrated plant assessments.
