Gentlemen:
Enclosed.for your review, prior to our scheduled meeting of April 26, 1989,
is the SALP 8 Board _ Report for the Braidwood station, covering the period
January 1,1988 through January 31, 1989.
In accordance with NRC policy, I have. reviewed the SALP Board Assessment and
concur with their ratings.
It is my view that your conduct of nuclear
activities in connection with the Braidwood facility shows an appropriate
concern for nuclear safety.
Specific areas I would like to highlight are:
1.
The Braidwood Plant has earned one Category 1 rating, six Category 2
~
ratings and no Category.3 ratings. These ratings reflect adequate
performance in all functional areas.
The Category I rating was in
No area declined in rating from the previous
evaluation.
2.
While we recognize that Unit 1 achieved commercial operation in July 1988
and was closely followed by Unit 2 in October 1988, your operational
performance was not as good as expected in terms of events and unplanned
trips. Although the station performance is not considered poor, there is
considerable room for improvement.

3.
There were occasions during this assessment period when licensee action
'
to address problems and concerns was taken only after NRC prompting.
These instances indicate a need for greater conservatism in approaching
operational decisions.

While you will have sufficient opportunity to present your comments at the
meeting on April 26, 1989, we also solicit written comments within 30 days
after the meeting.
Your comments, a summary of our meeting, and my
disposition of your comments will be issued as an appendix to the enclosed
i
SALP Board report.
In accordance with Section 2.790 of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the SALP
Board Report will be placed in-the NRC's Public Document Room.
