VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 SUPPLEMENTAL RESPONSE TO THE NOTICE OF VIOLATION FROM NRC INSPECTION REPORT NOS. 50-338/89-14 AND 50-339/89-14 NRC Inspection Report Nos. 50-338/89-14 and 50-339/89-14, dated June 29, 1989, identified a Notice of Violation associated with an instrument calibration procedure that did not provide Mode 3, 4, 5, or 6 coincidence requirements for the generation of a reactor trip signal in the initial conditions of the procedure.
In response to the Notice of Violation, dated Ju y 28, 1989, the Virginia Electric and Power Company committed to revise procedures to include coincidence requirements which would produce a reactor trip signal or engineered safeguards feature (ESF) signal.
Procedures were to be revised by September 30, 1989.
It has come to our attention that the real intent of the commitment cannot be met by September 30, 1989. The initial assessment of the number of procedures that would require revision was underestimated.
Specifically, it was estimated that approximately 25 procedures would require revision.
This would have only corrected the procedure associated with the Notice of Violation and any similar procedures.
In reality, the number of procedures that require revision to include coincidence requirements which would produce a reactor trip signal or ESF signal has been re-estimated to be over 500 procedures.

'An action plan has been developed to ensure procedures are revised to include coincidence requirements which would produce a reactor trip signal or ESF signal. The plan includes:

- 1) Procedure deviations were approved by the Station Nuclear Safety and Operating Committee for steam flow and feedwater flow periodic test procedures and feedwater

These procedure deviations correct the procedure deficiency that caused the Notice of Violation.
- 2) By November 15, 1989, the procedure deviations noted in item I will be permanently incorporated into procedures.
- 3) A final listing of additional procedures that are affected will be developed by February 5,1990. This listing will be prioritized to determine the dates for compliance.
- 4) The additional procedures will be revised or deviated prior to their next required use but not later than their expected next utilization in the Unit 21990 and Unit 11991 refueling outages.
Implemen:ation. -of this action plan will ensure instrument calibration procedures and periodic Test procedures include coincidence requirements which could produce a reactor trip signal or ESF signal during Modes 3, 4, 5, or 6.
