Attached:is Carolina Power &' Light Company's (CP&L) response to.

the;NRC's Diagnostic' Evaluation Team:(DET) Report for the Brunswick Nuclear-Project'(" Brunswick") and.its supporting organizations.

We.have reviewed' carefully the DET. Report,~and we

.have concurrently reviewed the recommendations from several LCP&L-initiated. evaluations.

The DET Report and our evaluations are-consistent'in'their findings and. conclusions.- These reports clearly; define a number of areas for improvements.

'Our attached response covers each specific finding in detail.

We believe it-is:most important'to focus aggressively on the'" root' causes" of' problems.

Proper attention to these issues will result in-the environment and performance, which-are necessary to assure'that Brunswick operates at the level of excellence that is desired and expected.

It was recognized-during the summer of 1988 that performance.at Brunswick needed improvement.

The NRC initiated several surveillance activities.

A Company Corporate Management oversight Team (CMOT) concentrated on identifying causes of problems and instituted corrective actions on the highest near term priority issues.

All but three of the actions scheduled for completion in 1989.by the Company team are now complete.

p Senior personnel changes at Brunswick have been made. ~Three of L

the top four managers have been assigned to those positions during the past 15 months.

These managers are capable, experienced and committed to_ improving Brunswick's performance.

. concluded that recent management changes and initiatives were having a positive effect" and that "The new management team is competent and capable of making the changes necessary.

Also, in August 1988 Cresap, a consultant for the Company, was engaged to' perform a comprehensive Nuclear Management Appraisal

. of the Company's total nuclear program.

Cresap's activities were completed at the Brunswick Nuclear Plant in April 1989, and completed for the remainder of the Company in September 1989.

Cresap's recommendations are consistent with the DET Report's findings and conclusions.

Many of the Cresap recommendations for Brunswick have already been acted upon, and also, we will be applying certain of the Cresap recommendations at the other nuclear units and at the corporate level.

In addition, our Company has recently completed an analysis of our entire organization designed to make our operations more efficient and effective.

One result is a number of structural changes in the nuclear organization program to improve performance.. Significant among these changes are:

reduced management layers to improve communications, clarified individual accountabilities, a much stronger corporate focus on individual accountabilities, a much stronger corporate linkage to individual plant programs such as operations, maintenance, and technical support.

Notably, these changes also c1carly establish the organization and responsibilities of CP&L's engineering and technical support functions.

All nuclear functions in the Company, with the exception of Quality Assurance ("QA") have been aligned to report to a senior nuclear officer who has only nuclear responsibilities.

Mr. R. A. Watson, Senior Vice President - Nuclear Generation has long-term nuclear experience, including fuel, construction and plant operations and he was promoted to this position April 1, 1989.

The quality assurance function will report directly to Mr. L. W. Eury, Executive Vice President - Power Supply.

Mr. Watson also reports to Mr. Eury.

Mr. Eury was promoted to this position April 1, 1989, after serving in a variety of senior management positions.

Other Company improvement initiatives are also in progress.

Actions are being taken to upgrade CP&L's nuclear assessment functions.

Further, programs are underway to improve the understanding of plant goals by all levels of employees, and to improve employees' understanding of their involvement in achieving these goals.

At Brunswick, improvements in setting appropriate goals for each plant component organization will be accomplished by the end of first quarter, 1990.

To assure that the "right things" are being worked, in the "right order", and at the "right time", these goals will be supported by a more effective implementation of the plants' five-year Business Plan,

Nuclear Prioritization Process.

These actions are all;a part of the Integrated Action Plan'(IAP) for-substantial Brunswick and' corporate improvements.

Y To keep the NRC' apprised of our progress in implementing the actions' outlined in the-attached response, we suggest a quarterly briefing of interested NRC personnel;by appropriate corporate and Brunswick personnel.

These_ briefings would be provided for one year, unless:otherwise desired by NRC.

L JWe commend the Diagnostic Evaluation Team for the thorough and

-professional manner in which it conducted this evaluation.

We affirm that'CP&L will use.the DET Report, along with our other evaluation, data to raise substantially.the level of performance of our Brunswick Plant.

We.will'likewise take. advantage of this information to_ improve the performance of CP&L's Harris and Robinson Plants as well as our corporate nuclear activities.
