SUBJECT:
NORTH ANNA POWER STATION, UNITS 1 AND 2 - EVALUATION OF PROPOSED ALTERNATIVE TO THE ASME CODE SURFACE EXAMINATION OF PART-LENGTH CONTROL ROD DRIVE MECHANISM (CRDM) REACTOR VESSEL HEAD PENETRATION SEAL WELDS (TAC NOs. MA1440 AND MA1441)
Dear Mr. O'Hanlon:
The purpose of this letter is to request you keep NRC staff informed of your planned course of action for dealing with the part-length CRDM issue at North Anna, Unit 1.
By letter dated April 8,1998, you proposed an alternative to the surface examination requirements of paragraph N-518.4 of the 1986 (incorrectly stated as 1968 in our April 20,1998 letter), American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code.
The proposed alternative was to be used in conjunction with four nonstructural seal welds on threaded caps for the Unit'2 reactor vessel head penetrations for the part-length CRDMs after the CRDMs are removed, during the Unit 2 Spring 1998 refueling outage. In your letter, you had stated that although the corrective action plan for the CRDM part-length housings in Unit 1 had not been finalized, to facilitate rpgulatory review you requested approval of the proposed attemative examination for Unit 1 also. The Unit 1 refueling outage is scheduled for fall 1998.
The staff approved your request, as documented in our Safety Evaluation, dated April 20,1998, and concluded that the proposed alternative to the ASME Code for surface examination of the seal welds on threaded caps for the reactor vessel head penetrations for the part-length CRDMs will provide an acceptable level of quality and safety and the attemative inspection was authorized pursuant to 10 CFR 50.55a(a)(3)(i) and is acceptable for the four stated repairs at North Anna Power Station, Unit Nos.1 and 2.
You are requested to keep the staff informed of your planned course of action for Unit 1, when finalize 4. If you have any questions conceming this, please contact N. Kalyanam, at (301)415-1480.
