Gentlemen:
This refers to the inspection conducted by Messrs. R. A. Caldwell and
A. B. Earnest of this office during the period February 27 - March 3,
1989, of activities authorized by NRC Operating License DPR-40 for the
Fort Calhoun Station, and to the discussion of our findings with you and
other members of your staff at the conclusion of the inspection.

The inspection reviewed certain areas of your physical security program.
'
-Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the NRC inspectors.
The areas inspected and the inspection
findings are documented in the enclosed inspection report.
,
During this inspection, it was found that certain of yo'ur activities appeared
'to be in violation of NRC requirements. As discussed in a telephone
]
conversation on March 16, 1989, between Mr. Jerry Everett and Mr. Gary
j
Gates of your staff, we have scheduled an enforcement conference in our
office at 1:00 p.m. on April 12, 1989, to discuss'your understanding of
I
these apparent violations, the reasons fe* their occurrence, and your
j
corrective actions. We will also discus;
>y potential enforcement
j
options available to the NRC,'if appropric.
We have also' examined actions you have taken with regard to previously
identified inspection findings.
The status of these items is identified in
i
paragraph 2 of the enclosed report.
The material enclosed herewith contains Safeguards InformationLas defined by
10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited
by Section 147.of the Atomic Energy Act of 1954, as amended.
