Updated Status of Various Regulatory Items Please find two attachments which clarify or revise specific statements or committed dates which Omaha Public Power District (OPPD) previously provided to the Commission.
Attachment A revises the r.hthod by which OPPD arecesses internal assignments j
subsequent to NRC exit meetings, as was descrl)ed in Reference 2.
lists date changes to commitment items in which OPPD established the dates and reported them to the Commission through correspondence. The commitment dates on these items are being revised either because (1) OPPD has been unable to fill certain positions with qualified personnel by the committed dates, (2) certain commitments are tied to the products or actions of other projects which have schedules that have been revised or (3) for lasting change, OPPD must ensure that sufficient resources are dedicated to perform the required work and J
effectively implement the necessary actions.
This attachment provides a brief description of each commitment, its reference, and the current and revised commitment dates.
Over the last few months it has become necessary to revise a few planned completion dates for activities which due dates have already been provided to the NRC. OPPD has a process in place to control revisions to planned completion dates.
Planned completion dates may not be changed without prior approval by Senior Management. Attachment B contains a listing of items which Senior Management has approved revisions to completion dates. OPPD elected to consolidate there items into one list as opposed to processing them one at a time.
In the future, due date changes will be handled on a case by case basis and submitted individually to provice for a more timely notification.

In Reference 2, OPPD implemented a program whereby assignments of responsibility for the preparation of draft responses to NRC violations would be made after each NRC exit meeting. These assignments were also included on the Integrated Regulatory Requirements Log (now the Commitment Tracking System) to assure their tracking until such time as the official Inspection Report was received.
l OPPD has revised the above process by eliminating the requirement to enter the post NRC exit meeting assignments into the Commitment Tracking System. This will preclude both the generation of redundant commitments and the conduct of timely reconciliations once the official Inspection Report is issued.
Yet, it will still ensure that needed assignments are documented and that work can be

accomplished in the period between the exit meeting and the receipt of the inspection report.

The PRC approved the revised EPIP-OSC-1 on March 30, 1989.
Due to the simulator training being conducted offsite, training on EPIP-OSC-1 for the on-shift licensed operators was delayed a cycle.

In OPPD letter (K. J. Morris) to NRC (J. L. Milhoan), dated August 30, 1988 (LIC-88 4 07), eri*.itled " Improvements in Licensed Operator Requalification Training Program." OPP 3 committed to conduct overall Licensed Operator evaluations subsequent to the 1988 annual exartinations and 1989 simulator evaluations. These evaluations will utilize performance appraisals, operating examinations, simulator evaluations, weekly quizzes and written examinations as input. Based on this, operations training supervision and operations supervision will conduct a comprehensive evaluation of the licensed operator's performance, utilizing the results for identifying individual and programmatic weaknesses, identifying retraining needs, isrproving the requalification program, and developing crew composition. Due to illness, the NRC administered requalification examinations and the subsequent OPPD Examinations were required to be rescheduled.
Since the examination results are an input to the overall evaluations, the evaluations have been delayed.
