JFERMI-2' NUCLEAR POWER PLANT - IMPACT OF REGULATORY GUIDE 1.99 REVISION 2 ON OPERATIONS - RESPONSE TO GENERIC LETTER 88-11 (TAC NO. 71493)-

The Commission has reviewed'your November 28, 1988 response to Generic Letter (GL) 88-11 guidance'concerning Revision 2 to Regulatory Guide 1.99, " Radiation Embrittlement of-Reactor Vessel Materials" (May 1988).

We understand that your existing pressure-temperature (P-T) curves, which are based on Regulatory Guide 1.99 Rev.1,. are valid for Rev. 2 analysis for'at least 6 effective full i

power years.

Further, we understand _that you will propose revised P-T curves to Fermi-2 Technical Specifications and UFSAR sections related to P-T curves,

-derived using Regulatory Guide 1.99 Rev. 2 methodology, before the second

refueling outage,. tentatively scheduled for 1991. We agree that operation with your existing curves.will provide satisfactory safety margin against t

brittle fracture <for the interim time period.

Since GL 88-11 permits licensees to complete all actions within two plant' outages (approximately three years) after the effective date of Revision 2 to Regulatory Guide 1.99, we find your response acceptable.

We will review your.

-i new P-T limits to Revision 2 to Regulatory Guide 1.99 when they are submitted.
