Generic Letter 89-08 Erosion / Corrosion Induced Pipe Wall Thinning
REFERENCE:
NRC letter, Partlow to Licensees, dated May 2, 1989 (G-89179), Generic Letter 89-08 Gentlemen:
Public Service Company of Colorado (PSC) herein provides the response requested by Generic Letter 89-08, " Erosion / Corrosion Induced Pipe Wall Thinning", for Fort St. Vrain (FSV).
The program which presently addresses erosion / corrosion (E/C) within the single-phase systems at FSV consists primarily of Engineering Evaluation EE-ISI-002 which elaborates on how, what, and when to inspect and it complies with the intent of the NUMARC guidelines as provided in NUREG-1344.
This program utilizes the Regulatory Commitment Log for ensuring that the schedule for annual compenent reinspection is adhered to. The next schedulea date for reinspection of components associated with single-phase E/C is 12/1/89 and exists as Regulatory Commitment Log Item CL-1842B. The actual work is to be performed under Station Service Request (SSR) 89503522.
The program which presently addresses E/C within twc-phase systems consists 'primarily of Engineering Evaluation EE-ISI-001 which elaborates on how, what, and when to inspect and Non-Conformance Reports86-424,
_86-425 and 87-485 which provide additional information on what and when to inspect. The Regulatory Commitment Log is again utilized to ensure adherence to the schedule for annual component reinspection. The next scheduled date for reinspection of the components associated with two-phase E/C is also 12/1/89 and exists as Regulatory Commitment Log Items CL-1840C and CL-18410.
This work will be perfcrmed under SSR 89503523 and SSR 89503524.

P-89281 Page 2 July 21, 1989 Presently, FSV is scheduled for ending nuclear operation no later than June 30, 1990. Due to the operating parameters of the systems that will be in service after this time, E/C does not appear to be a significant concern. Therefore, there is no plan for continuing E/C inspections after the end of operation.
PSC feels that adequate procedural and administrative controls exist to ensure continued implementation of the E/C monitoring program during nuclear operations of FSV.
This program is adequate for detection of significant E/C induced piping and component degradation that may compromise the structural integrity of a system.
