This is an amendment request te the Fort St. Vrain Facility Operating License No. DPR-34, submitted in response to Reference (1), to add a i
license condition regarding early shutdown-of Fort St. Vrain.
j is a summary of the proposed change.' Attachment 2 is the proposed change to the existing license. ~contains a "No 4
Significant Hazards Consideration Analysis" for the proposed change.
PSC requests that the amendment statement included in Reference (1) be modified to reflect a 2% of full power restriction rather than the j
l 5% restriction requested by the NRC. There are several reasons for i
PSC's request.
PSC does not intend to take the reactor critical i
after final shutdown.
However,-if any' unanticipated circumstances j
require the reactor to be taken critical, a 2% power restriction will.
avoid any significant heat being added to the core. A 2% power level is sufficient to perform any reactor criticality experiments.
Additionally, a
2% power restriction will avoid entering the " power l
operation" definition as described in the Fort St.
Vrain Technical Specifications.
