Dear Mr.~Michaels:
Enclosed are proposed amendments to the facility license R-73 Docket 450-139. The reactor has been defueled and the' fuel is in storage tubes at.the facility. The arrangements for shipping the fuel off-site are under way. We request that these amendments become' effective at'the time that'all of'the~ reactor fuel-in our-fpossession has been shipped off-site.
The University.of Washington Nuclear Engineering Laborst ry now has-only exempt quantities-of SNM.. Therefore, we requt - that the security plan.for'this facility be' terminated.
'Also enclosed is an amended emergency plan. This amendment ns
' designed to. cover emergencies in the facility in wh!.:h there is nol reactor fuel on site and no operating reactor.
- Also, enclosed are amendments.to the Technicel Specifications _for the: University of Washington ARGONAUT Reactor under license R-73.
The proposed amendments are consistent with cessation of all reactor activities involving fission of fuel. The emendments are
. intended to delete all references to critical reactor related operations. The amendments are consistent with the requested extension of the facility license for operation as a suberitical reactor and robotics laboratory.
Inasmuch as there no longer will be reactor fuel at this facility, we request that we be exempted from complying with the terms of 10CFR50.64 on limitations on the possession and use of HEU.
