While guidance documents such as that contained in SECY-98-015 do not routinely require notation votes by the Commission, the importance of this particular document and its relevance to other issues being reviewed by the Commission make it appropriate for Commission review. I approve the publication of Regulatory Guide (RG) 1.174 and Standard Review Plan (SRP) Chapter 19 contained in SECY-98-015 as modified below.
The staff should ensure that Commission comments contained in the SRM to SECY 287 are properly reflected in RG 1.174 and SRP Chapter 19. I disapprove of the staff's use of Cu' rent Licensing Basis (CLB) for operating reactors in RG 1.174 and SRP Chapter 19. The staff should remove references to CLB or propose rulemaking to define CLB for operating reactors.
