Docket No. 50/395 Operating License No. NPF-12 Technical Specification Change Request for Steam Generator Sleeving Gentlemen:
South Carolina Electric & Gas Company (SCE&G) hereby requests a revision to the Technical Specifications for the Virgil C. Summer Nuclear Station (VCSNS). Specifically, the proposed change revises the surveillance requirements of Technical Specification 3/4.4.5, " Steam Generators," to allow the option of using the Babcock & Wilcox (B&W) kinetic sleeving process for steam generator tube repair. This change will provide SCE&G with another alternative for handling degraded tubes. SCE&G would like to utilize the B&W sleeving process at the next refueling outage scheduled for March 1990.
It is therefore requested that NRC review of this change be scheduled to support this date if at all possible.
Attachments 1, 2 and 3 constitute the licensing submittal for the requested change. Attachment I contains the marked up Technical Specification pages.
The safety analysis and supporting technical justification for the change are provided in Attachment 2 and Attachment 3 provides the no significant hazards determination.
This proposed Technical Specification change has been reviewed and approved by the Plant Scfety Review Committee and Nuclear Safety Review Committee.
Please note that a previous Technical Specification change request, Steam Generator L* Criteria, submitted on August 1, 1988 provided a corrected numbering scheme for Section 4.4.5.4.
An additional editorial numbering / title revision is being submitted as part of this request.
