RELIEF REQUEST FOR SNUBBER VISUAL EXAMINATION AND FUNCTIONAL TESTING FOR MCGUIRE NUCLEAR STATION, UNITS 1 AND 2 (TAC NOS. MA0623 AND MA0624)

Dear Mr. Barron:

By letter dated December 17,1997, you requested relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code Section XI,1989 Edition, Article IWF-5000, Subsection IWF-5300, with regard to visual examination and functional testing of snubbers. Pursuant to the provisions of 10 CFR 50.55a(a)(3)(l), the staff authorizes the proposed altemative use of the current Technical Specification Section 3/4.7.8 requirements for snubber visual examination and functional testing, based on a finding that the proposed alternative provides an acceptable level of quality and safety.

The staff considers this matter resolved and is closing out TAC Nos. MA0623 and MA0624.
