TU Electric has implemented.a new program for the review of selected changes to the CPSES Unit 1 licensing basis. This program affects only licensing basis changes which have a relative significance of group 2 per theLevaluation criteria of TXX-88467 of June 1, 1988. 'Under this program group 2 changes are being reviewed using the CPSES procedure for performing 50.59 reviews. This j

new program will give TU Electric personnel valuable experience in performing l

reviews in acc.ordance with the CPSES 50.59 review procedure prior to fuel i

load, and will establish documented evaluations of the safety significance of the group 2 changes in the same manner that such changes will be evaluated pursuant to 10CFR50.59 after issuance of an operating license.

The relative significance evaluation process, as described in the referenced letter, assigns each licensing document change to one of four relative significance groups (groups 1 through 4).

the most significance while group 4 includes the changes with the least I

significance (e.g., editorial changes, etc.).

For the next licensing basis i

document revision the changes for each relative significance group will be l

processed as discussed below:

o Group 1 changes will'be brought to the attention of the NRC as soon as practicable. This is.normally accomplished via a letter transmitting an l

l advance licensing document revision and incorporated into the next formal licensing document revision.

Group 2 changes will also be included in the next licensing basts document o

revision.

In addition, however, TU Electric is performing 50.59 type reviews on these group 2 changes. The 50.59 type reviews are being performed using the CPSES approved 50.59 review procedure. The completed reviews will be available on site. This pre-OL 50.59 review program commenced with group 2 changes to licensing basis documents issued after September 8, 1989.

L These changes are described and justified consistent with previously established practice as part of the licensing document transmittal

package.

In addition, for Group 3 and 4 changes with an impact on an SER, the staff will be' alerted and an advance change will be submitted by letter if requested by tne NRC staff.

The relative significance evaluation process was developed by TU Electric in cooperation with the NRC to aid in the administration and control of the CPSES safety review.

Although requiring considerable resources by TU Electric, the process, due to its similarities to the 50.59 and the 50.92 review processes (upon which the process was based), provided information required by the NRC in the fcrm most useful to the NRC.

The pre-OL 50.59 type reviews described in this letter are an extension of the relative significance evaluations.

In addition to providing the information required by the NRC for its review, the '50.59 type evolutions' provide TU Electric personn61 valuable experience and create a file at the plant of documented evaluations that can be an additional source of information for NRC reviewers.
