SUBJECT:
NRC INSPECTION This refers to the special safety inspection conducted by Mr. J. F. Pang of this office on July 17, 1989 of activities conducted by RSL which are-regulated by the U. S. Nuclear Regulatory Commission, and to the discussion of our findings held by Mr. Pang with you at the conclusion of the inspection.
4 The inspection was an examination of the activities conducted as they relate to compliance with the Commission's rules and regulations.
Based on the
-results of this inspection, it appears that one of your activities was not conducted in compliance with NRC requirements, as' set forth in the Notice of Violation enclosed as an Appendix A to this letter.
This item has been categorized into a severity level as described in the NRC Enforcement Policy, 10 CFR Part 2, Appendix C (1988).
During the inspection Mr. Pang identified the corrective actions you have already taken relative to the violation stated in paragraph A, Appendix A.
As of June 20,1989,' all byproduct materials were returned to Reflex Industries.
No further transfers occurrea.
Subsequently, an application for an exempt-distribution license was submitted to NRC Headquarters.
No further response to this item'is required.
