South Carolina Electric & Gas company (SCE&G) hereby requests an amendment to the Technical Specifications for the Virgil C. Summer Nuclear Station (VCSNS). This proposed change revises Surveillance Requirement 4.8.1.1.2 of Technical Specification 3/4.8.1, "A. C. Sources," with respect to diesel fuel oil storage, monitoring, sampling and analysis. Attachment I provides the marked up copy of affected pages.
SCE&G proposes to add to the Surveillance Requirements as the new 4.8.1.1.2.c that accumulated water be removed from the diesel fuel oil storage tanks on a specified frequency. This requirement is an additional control not presently included in the VCSNS Technical Specification.
Currently, the VCSNS Technical Specification 4.8.1.1.2.c requires that each diesel generator be demonstrated operable "by obtaining a sample of fuel oil in accordance with ASTM D270-1975 at least once per 92 days and prior to the addition of new fuel oil to the storage tanks and verifying that the sample meets the following minimum requirements." SCE&G proposes to amend this specification as the new 4.8.1.1.2.d to reference ASTM-D4057-81 instead of ASTM D270-75 which was discontinued in 1984. Oil sampling at VCSNS is conducted manually, and with the implementation of this proposed chenge, would be 5 accordance with ASTM-04057-81 except for particulate contamination which would be sampled in accordance with ASTM-2276-88.
Specification 4.8.1.1.2.c.1 currently requires that routine samples as well as samples taken prior to adding new fuel to the storage tank meet certain minimum requirements specified in ASTM-0975-77. SCE&G proposes to adhere to the requirements specified in Appendix XI of the more recent ASTM-0975-81 for samples taken prior to addition of new fuel oil to the storage tank and subsequently to provide a monitoring program as specified in Appendix X.3 of ASTM-D975-81, with several exceptions to X.3.6 as follows:

.X.3.6.2 Sampling will be performed in accordance with ASTM-D4057-81 as discussed above.
X.3.6.3 Insoluble fuel contaminants will be determined using ASTM-D2276-88 with sampling as specified in that method.
X.3.6.4.
The fuel stability test (ASTM D2274) will not be performed as correlation of this test with fuel stability is tenuous. Results are unreliable with poor predictions of fuel stability. Storage tanks at VCSNS are underground thus avoiding temperature extremes. To deter microbiological growth, a fuel oil additive is used.
Proposed specification 4.8.1.1.2.d(2) would be as identified in Attachment I (marked up copy) and reference tests specified in ASTM-D975-81 to be performed prior to adding new fuel to storage tanks would include absolute specific gravity, kinematic viscosity, flash point and, clear and bright appearance with proper color. Proposed Specification 4.8.1.1.2.d(2) would also refer to ASTM-0975-81 Table 1 for the verification of other properties at monthly.(30 day) intervals.
Due to the above proposed changes, the current 4.8.1.1.2.d, e, f and g would become 4.8.1.1.2.f g, h and i. The changes are editorially warranted due to proposed revisions.
Adjustments to sampling frequency requirements conform to those as specified in the Standard Technical Spt:cifications for Westinghouse Pressurized Water Reactors (NUREG-0452). The proposed amendments as described change the industry standards required in the VCSNS Techn' cal Specifications for methodology and acceptability of emergency diesel generator fuel oil to comply with the latest ASTM test standards. The base reference for the proposed amendments is NUREG-0452.
