On May 5,1988, the NRC staff issued NRC Bulletin 88-04, " Potential Safety-Related Pump Loss." By letters dated July 11, 1988 and September 8, 1988-(P-88236 and P-8028), Public Service Company of Colorado'(PSC) adequately i

Provided the' information requested in Bulletin 88-04 and identified Bearing 1

hter Makeup Pump (P-2105)'as not having a satisfactory recirculation flow

-J during miniflow operations as a potential problem area. PSC's letter dated.

l September 8,1988 stated that "Any plant modification required to resolve this problem will be implemented during the fourth refueling outage." PSC.was required to provide the Nuclear Regulatory Consission.(NRC) within 30 days of L completion of long-term resolution actions, a written response describing the actions taken.

j The staff considers all requirements of Bulletin 88-04 have been' fulfilled and PSC is no longer required to submit a written response to the NRC-describing-actions taken in consideration of'the following:

The past demonstrated performance of the designifunction of Betring Water Makeup Pump (P-2105), and-2.

No occurrence of a fourth refueling outage to implement plant

These actions are contingent upon the shutdown of Fort St. Vrain by June 30,L 1990 as stated by PSC in your letter dated December 5,'1988.
