50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 89-38 q

In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed change is to revise the schedule for surveillance

{

requirement (SR) 4.4.11.a to defer the requirement to lock the manual Isolation valves until the next refueling outage for each unit. The proposed change also replaces the words " valve 1s" with the words " valves are."

The proposed TS change is identified in Enclosure 1.

The justification for the proposed TS change is provided in Enclosure 2.

A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

As discussed in Enclosure 2, the upstream manual isolation valves in the reactor coolant system vents (RCSV) system were verified. to be In the open position prior to startup following the last refueling outage for each unit.

The requirement that these valves be locked in the open position did not exist at that time.

SQN plans to operate in this condition until:the next refueling outage for each unit when access can be made to the area to lock the manual isolation valves.

The failure to have the manual isolation valves locked in the open position as currently required by SR 4.4.11.a would require a forced shutdown of both SQN units. As described in Enclosure 2, TVA submits that locking the sianual j

isolation valves is not required to meet the underlying purpose of TS 3.4.11 l

prior to the next refueling outage.

TVA, therefore, requests that this proposed change be processed on an exigent basis. The need for this thange'was only recently identified, and TVA has-t pursued it on a priority basis since that time. A temporary waiver of compliance was requested on July 28, 1989, and granted on July 31, 1989.
