VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 RESPONSE TO NRC BULLETIN No. 88-10 As requested by NRC Compliance Bulletin No. 88-10, Nonconforming, Molded-Case Circuit Breakers, a summary of the total number, manufacturer, model number, and to the extent possible, the procurement chain, has been identified for those molded-case circuit breakers (MCCBs) in our station stores which were purchased before August 1,1988 and which could not be traced to a circuit breaker manufacturer (CBM).

This summary is provided in Attachment 1.

We are proceeding with the removal of these non-traceable molded-case circuit breakers from our station stores for use in safety-related systems.

As delineated in the February 17,1989 NRC letter from Mr. F. J. Miragila to Mr. W.'

H. Rasin of NUMARC regarding clarification of NRC Bulletin 88-10, we have opted to proceed directly with the information collection for the molded-case circuit breakers installed in safety-related systems between August 1,1983 and August 1, 1988 in lieu of testing. However, due to the resource requirements to support the outages at North Anna Power Station, we are still in the process of collecting this information. It is our intention to replace any non-traceable molded-case circuit breakers installed in our safety-related systems.

In addition to these ongoing efforts,.we have evaluated our procurement procedures and practices to determine any further actions that should be takm to ensure that only qualified molded-case circuit breakers are being maintained as stored spares for future use in safety-related applications. To accomplish this,in the future we will only purchase circuit breakers for use in safety-related systems

directly from an approved circuit breaker manufacturer or from an approved distributor that can certify direct traceability to a circuit treaker manufacturer. To provide an additional level of assurance, we will verify this traceability by audit or by other appropriate means.

We w'll provide an updated summary of our non-traceable molded case circuit breakers and a schedule for the replacement of the non-traceable installed circuit breakers by May 8,1989.

These completion dates identified in this letter have been discussed with Mr. L. B.
