This refers to the onsite inspection conducted' by . Messrs. P. C.- Wagner and '

R. V. Azua'of this office during the period February 6-17, 1989, and the

inoffice review conducted during the period February 20-24, 1989, of activities

authorized by NRC Operating Licenses DRP-51 and NPF-6 for Arkansas Nuclear One,'

Units 1 and 2. Discussions of our findings were held with Mr. S. Quennoz and

other members of your staff, during and at the conclusion of the onsite

inspection, and in subsequent phone conversations during and following the

inoffice review.

Areas examined during the inspection included-the actions-taken in response to

the equipment malfunctions following the-reactor' trip on January 20, 1989, and ..

actions related to diesel fuel ofl.. Within these areas, the inspection consisted -

of selective examination of procedures.and representative records, interviews

with personnel, and observations by the NRC inspectors. The inspection

findings are documented in the enclosed inspection. report.

During this inspection, it was found that certain of your activities may be in

violation of NRC requirements. A Notice of Violation has not been enclosed

with this letter, but the details of the findings'are discussed in

paragraph 2.f of this report. We will schedule an enforcement conference in

our office at a later date to discuss your understanding of this apparent

violation, the reasons for occurrence, and your corrective ' actions. The time,

date, and agenda for this meeting will be promulgated separately.

We remain concerned about the controls utilized when modifications are

implemented.on the Integrated Control System (ICS). Because of the importance

of limiting challenges to the plant's emergency systems, great care should be .

exercised to ensure the proper operation of<the ICS. Therefore, we request I

that you inform us, within 30 days of.your receipt of, this letter, of any -/

corrective actions you will implement to preclude future wiring errors or

other problems.within the ICS similar. to'those discussed in paragraph 2.d of .

this report.
