ENCL 0SURE VIOLATION Technical Specification 6.8.1 requires that written procedures be established, implemented and maintained that meet or exceed Regulatory Guide 1

1.33, Revision 2.

Regulatory Guide 1.33, Revision 2, endorses ANSI 18.7-1976, Section 5.2.2, which requires that procedures be followed.

Station Procedure 124, " Plant Modification Control", provides the instructions, guidelines and documentation required for the Oyster Creek Division...for control and acceptance for all modifications to the Oyster Creek facility.

Contrary to the above, a modification to the control room IRM range switch was made on January 14, 1989, without the controls and acceptance criteria such as instructions, guidelines and documentation required by Station Procedure 124.

RESPONSE

GPUN coreats with the violation as stated.

The modification was documented on March 3,1989. Technical Functions and Plant Operations personnel have been briefed and reinstructed in the proper application of the appropriate procedures and in the importance of recognizing when these procedures apply. This is an isolated instance.

Full compliance was achieved on March 3,1989 when Document Release Form 054478 containing the complete modification package was issued to ensure record retention.
