Environmental Monitoring Program San Onofre Nuclear Generating Station Units'1, 2 and 3 Technical Specification 3.18.2 Action B.2 of Appendix A, to Provisional Operating License No. DPR-13 for San Onofre Unit 1 and Section 3.12. 2, Action B.2 of Appendix A to facility operating License. No. NPF-10 and NPF-15 for Units 2 and 3 respectively require a 30-day written report to be submitted when the land use census identifies a location which yields a calculated dose 20% '

greater 'than at a location from which samples are currently obtained. Accordingly, the following information is provided:

The 1989 Land Use Census identified a residence at a distance of 4.1 miles in- Sector Q with a garden a bearing leafy vegetables having an area of greater than 500 ft. The garden has an area of approximately 600 ft .

2 The annual calculated projected dose at this garden is 0.1 mrem via the food pathway, based on site typical annual gaseous effluents. The current environmental sampling location for this pathway having the largest annual projected dose is the San'Clemente Ranch at a distance of 2.6 miles in Sector Q, which has an annual calculated projected dose of 0.02 mrem.

It should be noted that the garden at the San Clemente Residence which is 4.1 miles away in Sector Q is not a new garden, but rather this report is being initiated because the calculated projected dose at the sampled location (San Clemente Ranch) has decreased from 0.2 mrem to 0.02 mrem. This decrease at the San Clemente Ranch has now caused the San Clemente Residence dose to exceed the new ranch dose by greater than 20%. The decrease in calculated dose at the San Clemente Ranch resulted froc an update to the San Onofre offsite dose calculation program in which it was recognized that leafy vegetables are NOT grown there.  :
