Dear Mr. Kaliszewski:

Millstone Nuclear Power Station Recuest for Modification of NPDES Permit Northeast Utilities Service Company (NUSCO), on behalf of Northeast Nuclear Energy Company (NNECO), pursuant to the Clean Water Act ' and Connecticut General Statutes (C.G.S.) Section 22a-430, as amended by Connecticut Public Act 84-219, hereby submits to the Connecticut Department of Environmental Protection (DEP) an application for addition of two new discharges to NPDES Permit No. CT0003263, Reference 1, for the Millstone Nuclear Power Station.

Discharge Ser,ial No. (DSN) 001A-2(a) comprises a plant process discharge arising from the cleaning of protective clothing during plant outages. A small amount (about 100 gallons per year per unit) of freon-contaminated aqueous waste cont,aining low level radioactive waste will be treated to remove the freon to a concentration of less than one mg/l (ppm) as described in the enclosed report. The level of radioactivity is substantially the same as waste normally processed through USN 001A-2 (Floor Drain Sample Tank) which is the proposed point of discharge. This discharge will be initiated as soon as the treatment apparatus is available and a sufficient quality of wastewater  :

has been accumulated.

DSN 001A-2(b) is a similar waste arising from earlier outages. Misdirection of the freon to a decontamination solution tank, produced 6500 gallons of freon-contaminated radwaste. It is proposed that this wastewater be treated in the NPDES treatment facility requested above and be discharged to DSN 001A-2 in the manner described in the report. DSN 001A-2 was analyzed prior to the 1984 application for permit renewal, reference 2, and small amounts of ethylbenzene, tetrachloroethane, and 1,1,1-trichloromethane were reported.

In accordance with 'C.G.S. Section 22a-430-6, fees for water pollution control permits, a check in the amount of $700 is enclosed. ,

'As requested by Mr. George Dews of the Hazardous Waste Unit and Mr. Bob Kaliszewski of the Water compliance Unit, this report addresses the-o contamination of an NPDES permitted tank by Freon from an on-site laundry facility. . Included in the report is how the tank became contaminated -

with Freon; what action has been taken to prevent reoccurrence; and the proposed system for treating the contaminated tank water and any aqueous Freon waste generated in the future.

Introduction As Millstone is a nuclear power station, it is necessary, at times, for employees and contractors to work in areas of the plant that are contami-nated by radioactive particles. As part of Millstone's Radiation Worker Protection Program, personnel working in such areas are required to wear protective clothing (PCs). We function of the PC is to prevent radi-onctive contamination of the worker. Generally, PCs consist of a heavy cottbn jump suit, hood, gloves and rubber boots. -

During times of high work activities, such as during a refueling outage, Mi11 stone's supply of clean PCs is quickly depleted. Werefore, Millstone will increase its laundering capacity by temporarily contracting an on-site dry cleaning facility. A dry cleaning operation is preferred because there is little waste generated (the vast majority of the Freon is rec & aimed) and the dry cleaning process is much faster than -

conventional aqueous detergent washing.

Cine drawback to using a dry cleaning operation is the chance that the Freon used in the system will, quite by accident, find a way into a plant system. W e Nuclear Industry, as a whole, is very conscious of the hazards created by permitting a halogenated solvent to come on-site.

Accordingly, many stations, including Millstone, have created solvent control procedures.

Contamination of Decon Solution Tank he addition of the Freon solution to one of Millstone's NPDES permitted tanks (Unit One Decon Solution Tank) was done by a technician without supervisory approval. An explanation of why the technician thought he could add the Freon to the tank follows:

rigure one is a line diagram of the dry cleaning process. Se source of the Freon that contaminated the decon solution tank was the " water" from the Freon-water separator. %e Freon-water separator is to, by design, separate reclaimed Freon from condensed water. However, the dry cleaning Page 1

facility operator has verified to station personnel that the'particular system used during the contamination period would sometimes~ malfunction and would not completely separate the Freon from the water. Se system mal-function also caused a carryover of some oil into the Freon water separa-tor. Subsequently, what was thought to be only water from the Freon dry-cleaning facility was actually Freon, water, and some oil. Se end result of this mistaken identity was that approximately six 55 gallon drums containing a mixture of Freon and oily _ water were added to the decon solution tank. It is realized that even if the drums contained only water, they should not have been added to a NPDES permitted system. .

Sometime after the addition of the Freon, the tank was sampled for routine discharge. W e chemistry technician that took the sample noticed an ab-normal sample appearance (the re-circulation of the tank prior to sampling had. caused a Freon emulsion to form) and detected the odor of Freon. .

Chemistry supervision, after being informed of the technician's discovery, ordere'd the tank secured from discharge. We tank solution was then pumped into portable tanks. It was necessary to repeat this process as some Freon remained in the tank after the first transfer. A total of about 6500 gallons of Freon contaminated wastewater was pumped into five portable ,

tanks.

Actions Taken to Prevent Recurrence Immediately following the discovery of the Freon contaminated tank, all radwaste technicians were verbally instructed not to add any material to discharge tanks. Presently, Millstone's radwaste group is writing an intra-departmental memorandum, with a document acknowledgment sheet, that will provide written instruction for the disposition of water from the dry .

cleaning system.

Also, the Freon laundering system used during the contamination period has been replaced by a newer system that provides a much better separation between Freon and water. Finally, Northeast Utilities has developed a .

process that will be used to further treat the water to recover any residual Freon. Ultimately, we hope to purify the water from the dry cleaning process to the point where it will be suitable for environmental discharge.

Wastewater Description .

Two categories of Freon contaminated wastewater (hereinafter referred to as

" wastewater") are to be treated in the proposed processing system:

1. Wastewater produced by the Millstone laundry facility during refueling outages (about 100 gallons / year). No visible oil exists in this wastewater.

2. Wastewater produced by the introduction of Freon into the decon solution tank as described above (one time event involving about 6500 gallons). An analysis of wastewater from each of the five tanks ,

is presented in Table 1. hese tanks contain small anounts of oil.

From a treatment perspective, these categories are essentially the same: ,

water containing (at most) the solubility limited concentration (200 ppm) I of Freon. 1,1,1, trichloromethane and tetrachloroethane are present in dry-cleaning grade Freon. A description of the treatment method may be .

found in the next section.

Since small quantities of Freon contaminated wastewater will be produced  ;

at each maintenance outage, permission is requested to treat and dispose I of this normal plant waste stream in the manner described below. Reduc-tion of Freon concentration below 1 ppm and simultaneous reduction of concentrations of 1,1,1-trichloromethane and tetrachloroethane are anticipated.

  • concentrations to less than 1 ppm. Less than 0.02 kg of Freon 113 will be released to the environment as a result of the one-time processing of the 6500 gallon batch of wastewater currently stored at Millstone.

Wastewater from outage-related laundry activities (category 1) will be stored in a portable tank until a sufficient volume exists to begin processing. he following process description pertains specifically to the 6500 gallon batch of wastewater currently on-site (category 2).

However, the treatment methodology may be applied similarly to category 1 wastewater.

o Recantation Because the Freon has a very low solubility in water (< 200 ppm) and a density greater than water (1.6 g/cc), a layer of relatively pure Freon has settled on the bottom of each tank. his Freon layer also contains some oil and grease, which has been pulled out of the bulk 1 liquid solution by the Freon.

L he bulk liquid, predominantly water, may be pumped out of the j tanks without disturbing the bottom Freon layer. his can be accomplished by first taking a core sagle of each tank in order to -

identify the height of the bottom Freon layer. When pumping down the tanks for processing, the pug suction will be taken a few inches'above the water-Freon interface.

Recantation of the five tanks will not be a one-step procedure which .,

is completed prior to distillation. Rather, it will be performed periodically during the entire time of processing. his is because the proposed batch distillation unit will have a limited capacity.

We decantant will, therefore, be removed from one tank and process-ed in batches until the liquid drops to the predefined level. Once -

the tank has been emptied, the procedure may be. repeated on the next tank.

It is estimated that approximately 200-400 gallons of bottoms will remain after decanting all five tanks. Se bottoms from all five tanks will be transferred to one tank where further phase separation will occur. Se recantation process may b'e repeated in order to further reduce the volume of bottoms. Once concentrated, the Freon may be reused in the laundry facility.

o Filtration he wastewater will be pumped out of the tanks through.~ flexible tubing at a rate of about 10 gpm. A cartridge filter will be placed upstream of the pump. mis will prevent an undesirable solids ,

buildup on the heat transfer surfaces of the distillation unit.and minimize the suspended solids content of the wastewater to be dis-charged. Wastewater from tanks 3, 4, and 5 will also be processed through oil adsorbent polypropylene bag filters to reduce the free oil concentration. ,

All spent filters will be sampled for Freon contamination. If clean, they will be sent to the Barnwell low level waste disposal site for burial. Otherwise, they will be indefinitely stored as mixed waste.

Since Freon is not present in the bulk liquid of Tank 1, it will be .

filtered and pumped directly to a test tank for sampling and dis-charge. Wastewater in the four remaining tanks will be distilled prior to discharge.

Se heating time necessary to achieve the desired effluent quality will be determined in the field during processing of the first batch of wastewater. A sample of the distillation unit liquid contents will be taken once the liquid reaches 140'F. Additional samples will be taken after 10, 20, 40, and 80 minutes of heating. Rese

-samples will be sent out for analysis, the results of which may be used to construct a graph similar to that of Figure 3. For example, in the hypothetical case shown in Figure 3, the desired Freon con-centration of 1 ppa is attained after 20 to 40 minutes of heating.

One could reasonably expect that if all of the remaining batches of wastewater were heated at 140*F for 40 minutes, a treated wastewater Freon concentration of 1 ppn would not be exceeded. mis test could be repeated or modified if, for any reason, it were necessary.

At 140'F, water vapor will also evolve from the heated wastewater

  • inside the still. It will be condensed along with the Freon. ,

We water vapor generation rate is expected to be small. Since this treatment is intended to separate the Freon and water, the amount of water evaporated in the still should be kept at a miniana. Because the total quantity of evaporated water depends upon the heating time, the heating time should be no longer than that necessary to reach the desired process end-point.

We condensed distillate (Freon and water) will be collected in 55-gallon drums. It is estimated that only one or two drums will be necessary to store the condensed distillate from all five tanks. '

We condensed distillate will contain a total of less than about 1 gallon of Freon considering the wastewater initially only contains about 1 gallon of Freon. If several drums of condensed distillate are produced, they may also be decanted and distilled to help fur-ther concentrate the Freon. Once concentrated, the Freon may be reused in the Millstone laundry facility.

GENERAL The Millstone Nuclear Power Station contains three operating units. ' Unit 1 is a General Electric Boiling Water Reactor of 682 MWe capacity. Unit 2 is a Combustion Engineering Pressurized Water Reactor of 850 MWe capacity. Unit 3 is a Westinghouse Pressurized Water Reactor of 1150 MWe-capacity.

The Station, situated on approximately 500 acres of land, was first' placed in operation in late 1970. The site is located in the town of

- Waterford, Connecticut, on the north shore of Long Island Sound and on the east side of Niantic Bay. A site plan is attached.

C. Spill Prevention and Containment

1. Transformers are located on concrete retention barriers large enough to' hold the entire oil contents plus ten percent of the transformers.
2. Underground tanks and transformer oil tanks are filled by truck. Liquid levels in these tanks are always measured before .

filling.

3. Sorbent materials are kept onsite in sufficient quantity.to control any spillage.
4. Any spills that scy be experienced would be responded to by implementing Northeast Nuclear Energy Company's Emergency Spill )

2.1.1 Each tank is precision tested on a schedule that at a minimum is in' compliance with Connecticut regulatory requirements.' In addition the tanks are visually inspected, when possible, from inside the tanks whenever-tank cleaning.is necessary.

- personnel and recorded for surveillance purposes. - .

4. Facility for Tank' Truck Unloading 4.1 ' unloading procedures require that plant personnel be present to ensure that the oil is delivered to the correct tank and that there is sufficient space.in the tank'to ,

receive the shipment. Plant personnel monitor the unloading and have absorbent m,aterials availaole to them in the event of a small spill. Communications are maintsined verbally and through use of local telephone.

Millstone Emergency Plan. Emergency Plan Implementation ,

Procedure (EPIP) 4503, Hazardo,'s Waste, Toxic Substances,

response procedure. EPIP 4112, Incident communciations, l

k describes notification requirements for oil spills.

2. Personnel Training is provided via written procedure review, DJT Training and General Employee Training.

Training records are retained in the Nuclear Training Department.
