Gentlemen:

Subject:

Oyster Creek Nuclear Generating

~.ation Docket No. 50-219 Revised Walkdown Schedule for Resolution of Unresolved Safety Issue A-46 On October 13, 1988, GPUN provided to the NRC a schedule for the plant walkdown associated with the implementation of Unresolved Safety Issue (USI) A-46 at Oyster Creek Nuclear Generating Station. This schedule was contingent upon the schedule for completion of generic efforts. submitted by the Seismic Qualification Utility Group (SQUG) in its October 9, 1987 letter. The SQUG schedule provided for completion of the Generic Implementation Procedure (GIP) by the end of calendar year 1988, followed by NRC review and issuance of a final NRC SER in the first quarter of 1989.

It is now projected that the final NRC SER for USI A-46 implementation will be delayed at least until the end of calendar year 1989.

Based on this SER schedule slippage, the anticipated plant walkdown associated with the resolution of USI A-46 must be deferred at leact one refueling outage.

This would place the walkdown in the Cycle 15R outage, currently scheduled to commence October, 1994. The new schedule for the plant walkdown and ascociated resolution of USI A-46 will be reflected on the next updated Integrated Schedule for Oyster Creek Nuclear Generating Station.

As it was stated in our previous letter, this schedule is also contingent upon GPUN's review of the final GIP after approval by the NRC and resolution of all outstanding issues.

Based on this review, GPUN will either commit to pursue a generic resolution of USI A-46 or file a plant-specific response.

e REVISED WALKDOWN SCHEDULE FOR RESOLUTION OF UNRESOLVED SAFETY ISSUE A-46 PAGE 2 CPUN also encourages the NRC to consolidate all seismic issues, including seismic margins and the severe accident program, so that a single, cost-effective walkdown can be performed at each plant. This integration is essential to effectively utilize valuable industry and NRC resources.
