Response to NRC Bulletin 88-10: Nonconforming Molded Case Circuit Breakers Gentlemen This letter presents the resul+, to date of ongoing efforts to determine the procurement chain of molded case circuit breakers (MCCB's) in inventory with the potential'for use in safety-related applications at Seabrook Station, as requested by NRC Bulletin 88-10.

Additionally, it describes the actions taken to date or planned with respect to MCCB's in this cat' gory for which the procurement chain is not traceable to a circuit breaker manufacturer (CBM).

New Hampshire Yankee (l'HY) has identified a sample set of 306 MCCB's consisting of those MCCB's purchased prior to January 30, 1989, in Seabrook Station inventory.

Of this set of MCCB's, 244 are traceable to the CBM based upon either documentation in New Hampshire Yankee's possession or upon the results of a review of the equipment supplier's procurement documentation specifically associated with these MCCB's.

Equipment suppliers who have provided the remaining 62 MCCB's have each forwarded information to NHY

. indicating that the source or probable source of these MCCB's is a CBM.

Additional documentation has been requested to establish for these 62 MCCB's the existence of " verifiable traceability" as defined in NRC Bulletin 88-10.

If necessary to supplement the requested documentation, NHY will make every effort to review pertinent documentation on the equipment supplier's premises by May 31, 1989. A summary of information regarding the traceability established to date for the sample set of MCCB's is provided in tabular form as an Enclosure to this letter. A status of the final traceability results for the sample set of MCCB's will be submitted by May 31, 1989 8904070019 e90331 7,

Document Control Desk Page 2 New Hampshire Yankee has also established additional administrative controls to address the elements of NRC Bulletin 88-10.

Receipt inspections performed on MCCB's delivered after March 1, 1989 include checks for external signs of rework or refurbishment.

Restrictions have been implemented to ensure that only those MCCB's for which verifiable traceability has been obtained can be issued for use in safety-related applications at Seabrook Station.

Procurement documents issued after April 30, 1989, will require thstt suppliers provide verifiable traceability of MCCB's purchased by NHY for use in safety-related applications at Seabrook Station. A review of issue activity of MCCB's from inventory to safety-related applications in Seabrook Station since August 1, 1538 will be completed by May 31, 1989. MCCB's identified by this review for which verifiable traceability cannot be established will be replaced to the extent possible; and each MCCB which cannot be replaced will be the subject of an evaluation to justify continued operation with the MCCB remaining installed.

New Hampshire Yankee expects to determine the appropriate course of action to address the remaining actions of NRC Bulletin 88-10 by May 31, 1989. This determination will consider the " Final Clarifications of NRC Bulletin 88-10 Including NRC Staff Comments of February l'/, 1989" enclosed with Reference (c).

As a minimum, NHY plans to replace MCCB's in inventory having the potential for use in safety-related applications at Seabrook Station for which verifiable traceability cannot be obtained. Any MCCB in inventory which cannot be replaced will be evaluated for appropriate disposition.

In accordance with the requests of both the NRC and NUMARC, replaced MCCB's will be retained for at least one year for possible future evaluation.

A follow-up report on this sutject will be submitted by May 31, 1989.
