I approve the overall rulemaking with further revisions to the criteria so that realistic scenarios are considered in the assumptions rather than the present " worst case" assumptions. For example, for universities and colleges,15 times the estimated decommission costs, rather than the 30 times would reflect the realistic return rate of 6% and a pay out period of 2-3 years. For hospitals, operating revenues 30 times the decommissioning costs rather than 100 times the decommissioning costs would reflect the realistic time frames of 2 or more years to complete the decommissioning. The reference to nonprofit hospitals should be deleted from the text of :
