SUBJECT:

SAFETY EVALUATION, COMPLIANCE WITH ATWS RULE 10 CFR 50.62 REQUIREMENTS, ARKANSAS NUCLEAR ONE, UNIT (TAC N0. 62122)

The staff has concluded that the ATWS design proposed by Arkansas Power and Light for Arkansas Nuclear One, Unit 1 (ANO-1) is in compliance with the ATWS Rule requirements of 10 CFR 50.62 paragraph (c)(1) and (c)(2). Paragraph (c)(1) defines the requirements for the ATWS Mitigation System Actuation Circuitry (AMSAC); paragraph (c)(2) defines the requirements on the subject Diverse Scram System design. This conclusion is based upon information provided in your submittals dated October 9, 1985, December 16, 1988, and April 26, 1989.

It is our understanding that the Anticipated Transients Without Scram (ATWS) modifications for ANO-1 will be implemented during the ninth refueling outage planned for late summer - early fall 1990. You should proceed on this schedule even though the staff has not yet completed its review of the use of Technical Specifications for ATWS requirements. Based on the enclosed Safety Eialuation, TAC No. 62122 is considered closed.
