This letter confirms the. telephone conversation between R. C. Knop'of this

. office and J. S. Perry of your staff. on ' June 1,1989, regarding the failure of.

the "B reactor recirculation (RR) pump seals event and concurrent.

complications involving the drywell chillers and the motor driven feedwater pump regulating: valve (FRV). With regard to this-event, we understand that you will:

1.

Perform an evaluation as to the cause.of the failure of both seals on the RR pump, the inability of.the FRV to control level and the trip of the

.drywell chiller. Any systems or components which did not function properly -

will be included.

2.

Identify any equipment that malfunctioned and place such equipment into a quarantine status until the NRC Special Inspection Team has the opportunity to review your action plan regarding this equipment. This would include any equipment so designated by the Team Leader (P. Hiland).

The.RR-pump seals and the FRV would be expected to be included in the quarantine.

Removal of the seal package from 9e RR pump is authorized provided that no disassembly of the seal packa p is performed.

3.

Evaluate the equipment history of those components believed to have malfunctioned and incluc'e in the quarantine any previously replaced components as are still available.

Except as dictated by pl&nt safety, advise the NRC special team leader prior to conducting any troubleshooting activit'es. Such notification

'should be provided scon enoagh to allow time for the team leader to

!JUN 011989 CONFIRMATORY ACTION LETTER Illinois Power Company Throughout this investigative effort, we understand that you will take those actions necessary to ensure that complete documentary evidence (including photographs, as appropriate) of the conditions being examined are maintained and furnished to the NRC's Special Inspection Team.

We further understand that startup of the Clinton plant will not occur without concurrence of the Regional Administrator or his designee.

Issuance of this Confirmatory Action Letter does not preclude the issuance of an order requiring implementation of the above commitments.

None of the actions specified herein should be construed to take precedence over actions which you feel necessary to ensure plant and personnel safety.

Please advise us immediately if your understanding differs from that set forth above.
