Letter from NRC (V. Stello) to OPPD (F. M. Petersen) dated April 27, 1989 Gentlemen:

SUBJECT:

Notification of the NRC of Employees' Potential Safety Issues In response to Reference 2, Omaha Public Power District (OPPD) has reviewed current and previous settlement agreements, collective bargaining and other agreements for restrictive clauses. We have identified cnly two provisions which may be so construed.

Persons involved in these agreements have been notified that, to the extent these provisions are read as prohibited communication with the NRC, they should be disregarded and that they may freely come to the NRC at any time without fear of retribution.

OPPD considers itself meeting the guidance outlined in Reference 2.
