to the NRC dated August 9, 1989 Gentlemen:

On May 9,1989, TU Electric submitted by reference (1) an evaluation of potential thermal stratification effects and leak-before-break qualification for the Comanche Peak Unit 1 RHR piping. TV Electric subsequently submitted a supplemental evaluation by reference (2), to address NRC concerns, which demonstrated that RHR piping integrity will be maintained during plant operation and that the leak-before-break criteria are satisfied. Reference (2) also provided an overview of the RHR monitoring program and administrative controls that ensure issues arising from the monitoring program are addressed in a timely manner.

In a telephone conference on September 6,1989, representatives of the NRC, TV Electric and Westinghouse discussed concerns pertaining to the timeliness of reporting RHR thermal cycling; the sensitivity of monitoring equipment and the type of welding performed at LBB evaluated critical crack locations.

The attachment provides the requirea information to address and resolve those concerns.
