The U.S. Nuclear Regulatory Consnission recently received an anonymous-allegation concerning painting activities et your Fermi facility. We have concluded that the allegation does not provide sufficient details or bases to indicate a potential _ safety concern exists. We are providing the following details'of this allegation to you for your information.- No response is required; however,.should you determine that the allegation is substantiated

~and has safety significance, please notify the Region _of this information:

In May 1989, the NRC received an anonymous telephone call from what appeared to be a Fermi worker. The individual expressed concerns that following the discontin: ed use of Bechtel contractors for painting cctivities, Detroit Edison maintenance personnel were being used for painting activities and may not have been appropriately qualified. The-individual also questioned whether appropriate codes and standards were being utilized in painting. The individual did not provide specific

. details concerning either the deficient qualifications or the codes and standards that may not have been utilized, only that painting activities were being performed in the HPCI room.

Any response that may result from this letter will not be subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
