Dear Mr. Michaels:

The University of Washington Nuclear Reactor has been shut down preparatory to decommissioning. The High Enrichment Fuel has been removed from the reactor and is being prepared for disposal ,

by shipment to the Idaho Nuclear Engineering Laboratories.

The current plan is to reutilize the UWNR facility to house a subcritical assembly fueled with 4.8% enriched SPERT fuel and a robotics laboratory. The SPERT fuel is surplus and in storage at the University of Florida. We have requested 500 fuel rods for the subcritical assembly.

Because of the decommissioning and HEU fuel disposal, it will no longer be necessary for the University of Washington Nuclear Reactor to be part of the Low Enrichment Conversion Program.

By this letter. I am requesting that the UWNR no longer be required to meet the requirements of 10 CFR 50.64.
