CLARIFICATION OF TECHNICAL SPECIFICATION REQUIREMENTS FOR FUNCTIONAL TESTING 0F SNUBBERS (TACS 72252/72253)
We have reviewed the information provided in your memorandum to Gus Lainas dated February 19, 1988, regarding the valfdtty of Duke Power Company's interpretation of Technical Specification 4./.8 requirements. We concur with Region 11 position that the PSA 1/4 and 1/2 snubbers, which were tested prior to the establishment of the single failure mode group, should be excluded from the functional test group for PSA 1 through 35.
