SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION i

RELATED TO AMENDMENT NO. 65 TO FACILITY OPERATING LICENSE NPF-35 AND AMENDMENT N0. 59 TO FACILITY OPERATING LICENSE NPF-52 DUKE POWER COMPANY, ET AL.

CATAWBA NUCLEAR STATION, UNITS 1 AND 2 DOCKET NOS. 50-413 AND 50-414

1.0 INTRODUCTION

By letter dated August 29, 1988, Duke Power Company, et al., (the licensee) proposed amendments to revise Technical Specification (TS) Table 4.3-8, Table Notation 1, and Table 4.3-9, Table Notation 2, by adding a footnote regarding the locations of the alarm annunciators for radiation monitors EMF-57 and EMF-58, respectively. Alsc, the proposed amendments would correct a reference in Table 4.11.1 to EMF-58 which should be EMF-57.

2.0 EVALUATION The proposed amendments would add similar footnotes to_ Table 4.3-8, Table Notation 1, and Table 4.3-9, Table Notation 2, regarding the locations of alarm annunciators for radiation monitors emf-57 and EMF-58, respectively.

These annunciators are located in the monitor tank building (MTB) control room and on the MTB remote annunciator panel which is located in the auxiliary building in accordance with the design of this system. Also, the proposed amendments would change a reference in Table 4.11-1 under liquid release type, item 1, to radiation monitor EMF-58. This monitor, EMF-58, is a gaseous release monitor. The liquid release monitor which should be referenced in Table 4.11-1 is EMF-57.

Based on its review of the licensee's request, the staff concludes that the changes are administrative, will provide clarity to the TS's, have no impact on the design or operation of the station, and would not aose an undue risk to public health and safety. Therefore, they are accepta)le.

3.0 ENVIRONMENTAL CONSIDERATION

These amendments involve changes to the installation or use of facility components located within the restricted area as defined in 10 CFR Part 20.

The staff has cetermined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or l

cumulative occupational exposure. The NRC staff has made a determination that the amendments involve no significant hazards consideration, and there has been no public comment on such finding. Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR l

4.0 CONCLUSION
