NORTH ANNA POWER STATION UNIT 2 SAFETY SYSTEM OUTAGE MODIFICATION INSPECTION (DESIGN REPORT) 50-339/89-20A RESOLUTION TO ITEM IC-3 On' August 25,1989, Virginia Electric and Power Company responded to the Safety System Outage Modification Inspection (SSOMI) Report 50-339/89-200. Our response to item 10-3 stated that this issue would remain open pending a meeting between the NRC and VEPCO staff on September 7,1989. This meeting clarified a misunderstanding between the NRC SSOMI team and the VEPCO engineering staff.
During the Safety System Outage Modification Inspection, the inspection team identified a component that was not listed in the "O" list as being Class 1E, and was being powered from the Class 1E Vital Bus power supply. The inspection team requested the analysis used to justify this non-Class 1E component for not being isolated from the 1E power source and required VEPCO to review past engineerir;, work to determine if similar design changes had been po: formed in the past. At that time, we did not identify to the inspectors that, although the components in question were not classified as being safety related, they were purchased to conform to Class 1E quality requirements.

Furthermore, we only purchase Class 1E process cards and instrument rack power
. supplies to be installed in the Class 1E instrument racks, even for non-Class 1E functions.
l To the best of our knowledge, this procurement policy has been in effect since the units were onginally licensed.
l Therefore, as identified in the meeting of September 7,1989, this item is closed.
