Dear Mr. Hutchinson,

I am writing to confirm the Babcock & Wilcox Owners Group (B&WOG) participation in a forthcoming briefing to the Commissioners of the U.S. Nuclear Regulatory Commission, and to i

provide background and guidance for the briefing.

j The briefing is currently scheduled for 10:00 - 11:30 on June 12,1998, in the Commissioners' Conference Room on the first floor of the White Flint One building.

l As I discussed with you, the purpose of the briefing is to inform the Commissioners about the Owners Groups, their organization, budget, objectives, activities, recent successes, relationship with other Owners Groups, NEl, etc., and your presentations should address these areas as l

appropriate.

Altbnagh I am writing to you in your position as chairman of the B&WOG, I recognize that your Owners Group organizational structure provides for executive oversight, etc. Hence, I will leave it up to each Owners Group to select the one individual who will represent them at the briefing

table. I would encourage you to talk with your counterparts in the other Owners Groups to j

l ensure consistency in the level of representation from each Owners Group, as well as

~

L presentation information. Enclosure 1 is a list of the other Owners Group Chairmen for your' l

information.

f L

This Commission briefing is scheduled to be completed in 1% hours. I will be at the briefing l

. table and will give about a 10-12 minute presentation on the NRC's perspective. I suggest that each Owners Group representative plan on a briefing of no more than about 10-12 minutes duration each (this translates to about 5-6 slides). This should allow about 30 minutes for questions and answers.

I am enclosing as Enclosure 2 for your information and use, guidelines for presentations to the Commission. Note that you should identify the speaker by May 26,1998, and provide 20 copies of your slides by June 5,1998.

GulDELINESJOR PRESENTAIlONSID_THE_ COMMISSION This Commission meeting is scheduled for approximately 1% hours. Since there will be several other speakers and the Commission prefers time for questions following each presentation, i

please limit your prepared presentation to 10 to 12 minutes. If your formal statement would require more time, please submit it in writing for the record and summarize it within 10 to 12 minutes.

If someone other ther: yourself is the principal speaker, please provide his or her name and title to Mr. William Hill of the Office of the Secretary by Tuesday, May 26. Bill Hill can be reached at 301-415-1661, facsimile 301-415-1672, or e-mail wmh@nrc. gov.

The Commission meeting facility has a sophisticated television graphics system. For optimum i

use, please follow the enclosed guidelines for preparing your briefing visuals. The system is unique, and you should follow the enclosed instructions closely. Should you require additional information on the format for your view graphs, please contact us. Our experience suggests that it is desirable to preview your visuals on our system several days prior to the meeting if possible.

Normally we anticipate that a member of your party familiar with your presentation will be m our Audiovisual Room to display your visuals. If this is not possible, we require a copy of your full j

written presentation and visuals as discussed below. One set of the text and visuals should be j

appropriately marked to indicate when your speaker desires each visual to be displayed. Your cooperation in this matter is requested so we can provide smooth coordination between the.

speaker and the graphics display.

Please provide 20 advance copies of your prepared statements, outlines, viewgraphs, and handouts by Friday, June 5. This should be provided to Bill Hill of the Office of the Secretary, if possible, you may send an electronic version (Power Point version 4 (black and white only),

Wordperfect, etc.) via e-mail to Mr. Hill. We also require approximately 90 copies of your material at the meeting for members of the public. If you are unable to provide these copies, or would like help with them, please advise us.

As you may be aware, our office is located adjacent to the White Flint Metro Station on Rockville Pike. There is reserved visitor parking for Commission guests in the building garage.

Entrance is at the rear of the building. Please check with the security staff at the entrance to the garage when you arrive. If you plan to use the reserved parking, it would be helpful if you notify us in advance.
