. Specifications are based on Revision 1 of the setpoint study (item 1).
Revision 1 of the setpoint study employs the same methodology as the 1984 original setpoint study except for the inclusion of conservative values for actual CPSES Measuring and Test Equipment (M&TE) uncertainties.
The 1984 setpoint study assumed a test equipment accuracy of 10% or less of the calibration accuracy as specified in the Scientific Apparatus Manufacturers Association (SAMA), Standard PMC 20.1-1973, " Process Measurement and Control Terminology".
The M&TE uncertainties are applicable to some equipment used for calibration and analog channel operational testing (ACOT) of the
. protection system transmitters and racks.

Item 1 contains information proprietary to Westinghouse Electric Corporation, and is supported by an affidavit signed by Westinghouse, the owner of the information.
The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission and addresses with specificity the considerations listed in paragraph (b)(4) of Section 2.790 of the Commission's regulations.
Accordingly, it is respectfully requested that the information which is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.
