Dear Mr.. Pain:

During. your. recent conversation with Bill Geise. the status of.the Brunswick Simulatior was discussed.

This letter describes the 'past and current Brunswick Sinulator Upgrade Programs designed to correct previously identified deficiencies and improve overall simulator performance.

During the conduct of operating exams and other audits conducted by the NRC andoINPO, specific -simultor deficiencies were identified.

The areas of concern were primarily the vessel' level and pressure response, decay heat generation. drywell and torus temperature and pressure response, the plant monitoring system, rod' worth minimizer and rod block monitor.

Additionally, areas of the-Emergency Operating Procedures (E.O.P.) could not be exercised and jumpers required during E.0.P. use were not simulated.

The Brunswick Simulator Upgrade Program started in 1986 with emphasis on implementi'ng 100 -plant modifications, the addition of the A.0.G. pan 91 and improving the physical fidelity of the control room.

This phase of the work j

was completed in December 1987.

In '1988 work activities were centered around correcting model deficiencies in numerous systems.

Selected models were extensively upgraded, these ' include the containment model, rod block monitor, and the plant monitoring system.

Other models were worked correcting minor deficiencies, specifically providing a method-for installing jumpers necessary for E.0.P.'s and recreating the Lasalle event.

Since the operating examinations were administered in

1988, 228 deficiencies have been corrected and 47 modifications have been implemented.

Other. deficiencies continue to exist in the thermal hydraulic (boiler) and' core-models.

The boiler model was tuned to improve response during LOCA conditions.

This has resulted in improved E.0.P. training, however, problems continue to exist with shrink and swell response.

As a result, a contract was let to Exitech Corporation to replace these models. A schedule of contract milestones has been enclosed, j

i Upgrades or improvements are scheduled for other models in 1989 including

)

the replacement of the rod worth minimizer and radiation monitors for the main steam and steam jet air ejectors. This and other work will be performed while maintaining quality training for existing licensed operators and hot licensed candidates.

In addition to keeping up with plant modifications and correcting simulator fidelity problems work will also be ongoing to prepare for submittal of certification.

Contractors have been hired to assist in software improvements and in the development of test procedures, abstracts, and data collection in support of our Certification Test Program.

Certification testing will begin in 1989 and continue into 1990.

Significant changes are scheduled for the Brunswick Simulator in 1989 and many have occurred since your last visit.

In developing an operating examination you need to be aware of these changes and their effects on simulator performance.

Time can be made available during the week of September 18 or 25 to allow examiners the opportunity to review changes made i

and observe simulator response to transients in preparation for operating exams scheduled in December.
