NRC REGION 1 INTEGRATED INSPECTION REPORT NOS. 50-317/98-02
. AND 50-318/98-02 AND NOTICE OF VIOLATION
Dear Mr. Cruse:
This report transmits the findings of the safety inspection conducted by NRC inspectors at
the Calvert Cliffs Nuclear Power Plant from March 15,1998 to April 18,1998. The
enclosed report presents the results of that inspection. At the conclusion of the
inspection, these findings were discussed with Mr. Katz and others of your staff.
Overall, the NRC concluded that your facility was operated in a safe manner. During the
period, good control of plant operations was observed. A Unit 1 reactor shutdown and
cooldown for a refueling outage were completed in a well controlled, conservative manner. , _
Unit 1 was taken to the reduced inventory condition for installation of steam generator
nozzle dams in a careful, deliberate manner with good attention to safety. Thorough and
detailed pre-evolution briefings were a strength of the observed operations.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)
and the ' circumstances surrounding it are described in detail in the subject inspection
report. ' The violation was identified by the NRC and involved a failure to ensure that a
spare emergency diesel generator governor was properly stored in the warehouse. The
failure of the governor when installed in the 1B emergency diesel generator contributed to
Unit 1 exceeding a Technical Specification Limiting Condition for Operations.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notica when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
