. HFA TYPE LATCHING RELAYS (BULLETIN 88-03, MPA X8-03) (TAC R00388/
R00389) - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 The staff issued NRC Bulletin 88-03, " Inadequate Latch Engagement in HFA Type.
Latching Relays Manufactured by General Electric-(GE) Company " on March 10,;
1988. The purpose of the bulletin was to request that licensees perform an "
inspection to ensure all GE HFA type latching relays in Class 1E applications have adequate latch engagement and replace'or repair those that do not. The Bulletin requested licensees to (1) measure the distance between the top of
,the molded contact carrier and the top of the relay armature; (2) inspect the latch with the armature fully depressed against the pole piece; (3) repair or
- replace any relay that fails the above inspections; and (4) inspect all existing spare relays. - Future spares received are to be inspected prior to their installation if manufactured prior to November 1,1987.
The Tennessee Valley Authority (TVA) responded to the bulletin for Sequoyah, Units 1 and 2, in its letters dated July 6, September 28 and November 17, 1988-and' April 11, 1989. TVA stated that, for each unit, 26 relays were
. identified and inspected.
These relays are in the 6,900-volt shutdown boards 1A-A and IB-B (Unit 1), and 2A-A and 28-B (Unit 2).
None were found to have an' inadequate latch engagement; therefore, no repairs or replacements were required. These relays are GE Model 12HFA54E187H and are the non-century service type.
TVA also stated that 12 spare relays have been received on site and connitted to inspect them before their installation to verify the date code as specified in the bulletin. These inspections were conducted for each unit in accordance with the schedule in the bulletin.
The staff has reviewed your responses and concludes that the requirements in Bulletin 88-03 have been properly addressed for Sequoyah.
